이재명 대통령은 18일 '6·3 지방선거 투표용지 부족 사태 진상규명을 위한 선거관리위원회 특별검사(특검)'로 검사 출신의 이 비상임위원을 임명했다.
이 특검은 1966년생으로 부산 출신으로 경남고와 고려대 법학과를 졸업했다.1991년 제33회 사법시험에 합격한 뒤 1994년 사법연수원을 23기로 수료했다.
대구지검 검사로 임관한 이후 미국 뉴욕 브루클린검찰청 연수,인천지검 검사 및 부부장검사,부산지검 공판부장검사,마카오 픽 라이브맨울산지검 특수부장검사,마카오 픽 라이브맨서울남부지검 형사4부장검사 등을 거쳐 약 19년간 검찰에 몸담았다.
2013년 변호사로 개업해 법무법인 동인 구성원 변호사로 활동했다.제53대 대한변호사협회 부협회장,마카오 픽 라이브맨법무부 검찰인사위원회 위원,국방부 군판사인사위원회 위원장 등을 거쳐 지난해 5월부터 국민권익위원회 비상임위원으로 재직 중이다.
이 특검은 검찰 재직 시절 특수·형사·공판부를 두루 거치며 현장에서 뼈가 굵은 정통 수사통 평가를 받는다.
검사 퇴직 이후에도 변협 부협회장과 법제위원회 형사법소위원장,법무부 형사사법특별위원회 위원 등을 맡아 형사사법 체계 발전과 인권 보호에 힘써왔다.
선관위 특검팀은 6·3 지방선거에서 발생한 투표용지 부족 사태를 포함해 부실한 선거 관리 실태 전반과 선관위 내부 비위까지 망라해 수사할 예정이다.
특검은 임명된 날부터 20일 이내에 직무수행에 필요한 준비를 할 수 있다.필요한 경우 파견검사 20명,파견검사를 제외한 파견공무원 70명 이내로 관계 기관의 장에게 소속 공무원 파견 근무 등을 요청할 수 있다.
